It is not easy to identificate this coin, because of its preservation.
I mean it is the same type as Göbl, OTA table 8, Nr. 67/I.
It is an early imitation of philipp II, made by a tribe of the east-celts from the area of recent Serbia.

Because of the copyright it is not possible to put a picture from the book of Göbl in this forum.
The correct name of this book, where you will find a similar coin and also many others of the east- celts is:
Robert Göbl, Ostkeltischer Typenatlas, Klinkhart und Biermann, Braunschweig 1973.
Maybe you will find this book in an library.

This coins are very interesting, because all this coins have counter marks ant test cuts.
Pink (Karl Pink, Ostkelten 1974) describes this sort of coins on page 22-23.

This are early imitations of the coins of Philipp II and many of this where found in hords, like the hord of Kisjenö (Arad), of Narta and Tövis.
From the hoard of Kisjenö, there are 263 pieces in the museum of fine arts in Vienna.
On all of this coins there are many different marks, the older are of greek origin, the younger of roman.
The purpose of this marks was to assure the value of this coins in areas far away from their circulation.
The test-cuts were made to control, whether the core of this coins is made of silver,
or not. Much of this coins were counterfeit with a core of cupper and only a thin foil of silver on the outside.
In the book from Pink you will find on plate II much more examples of this coins.

So, the references are: OTA 22-37; Kostial 372 (typ mit Einhieb–und Gegenstempel – Einhieb=onecutting); Allen 10-11/S5-S6; Dembski 987-1010 (typ Husi-Vovriesti [=Dakien/Moldavien]); Preda fig. 10: Husi-Vovriesti; and from the Preda book there's a similar variation collection about counterstemps, than in the Pink book.
